Hyperliquid Testnet Adds Whitelist Trading for HIP-3 DEXs

Hyperliquid testnet just added a "stars" feature: HIP-3 DEXs can now set an optional address whitelist capped at 10k, and non-whitelisted addresses can still reduce positions. This gives builders permissioned market options while keeping risk exit open for everyone else.
